Create a "Pause" component for Automation for Jira

Problem

The Sleep simulator described here does not seem to work with some asynchronous actions like user-provisioning

Suggested Solution

Create a stand alone configurable "Pause" component which will allow users to pause the execution of a rule for a specified amount of time between 5 and 30 minutes

Why This Is Important

At the moment, due to ID-7928 it is difficult to specify products for users created via API without disabling default groups. The workaround would be to create the user and then make another call to remove the user from the other groups. It's not working because adding users to groups is done asynchronously by ID. Pausing the automation rule for 5 minutes would solve the problem
