Add automation trigger and action for Move Issue

      There are any number of use cases that would benefit from the ability to automate the Move Issue action.

      • As a trigger: allow fields to be set, notifications to be sent, etc. when an issue is moved to another project.
      • As an action: when a field changes, move issue to a different project.
