Filter Availability of Manual Rules Based on more criteria than just User Groups, e.g. to assign to specific user(s), and/or user smart value (e.g. issue.assignee)

      Problem Definition

      Currently, all available manual trigger automation rules are displayed in the manual execution panel in the issue view.

      Suggestions

      • Filter the availability of rules for manual execution based on the "Condition" elements in the rule to determine if it passes them all.
      • Allow Manual Trigger rule be assigned to specific user(s), and/or user smart value (e.g. issue.assignee)
