Issue Summary

"Send an SMS" "Send Twilio Notification" action rejecting smart values in To field. When using a smart value in the To field and trying to update the automation rule, user gets "Please provide a valid international phone number." error

Steps to Reproduce

1. Create rule with a manual trigger
2. Add a "Send an SMS" "Send Twilio Notification" action. Fill out the Account SSID, Auth token, From, and message body normally. For the To field, use a smart value like {{issue.phone number}} and try to update the automation rule

Expected Results

Rule updates as normal

Actual Results

Automation rule will not save and give error "Please provide a valid international phone number."

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
