Atlassian Intelligence will turn on, regardless of its previous deactivated status on Enterprise upgrades

      Issue Summary

      When you upgrade existing products to Enterprise, you may find that Atlassian Intelligence unexpectedly turns on, even if it was previously deactivated.

      Steps to Reproduce

      1. Disable Atlassian Intelligence in an existing Atlassian Cloud instance
      2. Upgrade the product to Enterprise version
      3. Check the current state of Atlassian Intelligence; it will be turned on

      Expected Results

      Atlassian Intelligence should preserve the previous state of the feature, keeping the site deactivated for Atlassian Intelligence;

      Actual Results

      The feature automatically gets turned on for the site, effectively turning on the feature. This is recorded in the Organization Audit Logs under the Atlassian Internal System. But no warning is sent to Org Admins with this enablement. 

      Workaround

      Currently, there is no known workaround for this behavior. Existing Org Admins must deactivate the feature again, which should remain deactivated.
