Upon accessing the administration, the "Opt-Out" banner is missing

      Issue Summary

      As part of the automatic activation of Atlassian Intelligence features, an option to opt out of the change is available through the organization's administration if such features weren't  manually deactivated previously.

      For such scenarios, even though the option should be displayed through a banner, it is not visible.

      Steps to Reproduce

      1. As an administrator from an organization that should have the banner available, go to https://admin.atlassian.com and select the organization in question.
      2. Click on Settings and select Atlassian Intelligence from the sidebar.

      Expected Results

      The following banner should be available:

      Changes for Atlassian Intelligence across Premium and Enterprise products

      Starting May 6, Atlassian Intelligence will be automatically activated for all Premium and Enterprise products. You can opt out of applying this change to any inactive products before this date. Afterward, you'll still be able to remove Atlassian intelligence from any specific products

      Actual Results

      The banner is not visible.

      Notes

      This option can be also accessed directly through the email sent to administrators of organizations that should have the banner available.

      Workaround

      Contact Atlassian Support. Before doing so, it is also recommended to test if this is related to the environment (e.g. browser; extensions blocking the banner from being visible; network policies).

            A server-side caching issue has been observed in the logs for the feature targeting/flagging platform, which affected some users trying to access this feature. The server-side cache has been wiped, and this may address the issue for affected users. We're asking if all affected users can try to visit the opt-out URL again, and see if they can now see the blue opt-out banner.
