Boosting of user results in Confluence search is far too high and always renders incorrect results

      A reported problem us that user search results are boosted far too high in the search results.

      For example, on Confluence.atlassian.com search for JIRA:

      There are thousands of pages with JIRA in the title that don't even appear in the first page of search results
