Delete Lucence lock files on startup

      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Once an invalid Lucene lock file is created, Confluence won't remove it until a full index rebuild occurs. It should delete all lock files on startup (I think JIRA does this)
