Currently customer admins cannot see the Administration -> Content Indexing option in the Confluence admin. However:

they can access the page (and perform re-indexes) if they go to the /wiki/admin/search-indexes.action URL directly, and
they can see the JIRA indexing link.

In the interests of consistency, it seems like it would be better to open up this option to them.
