AI Features should respect app-level enablement, hide results for apps with AI disabled

      Problem Definition

      Currently, when AI is enabled for any app on a site, AI results (example: Rovo Chat answers) uses data from all other apps on the site, even for those where AI has been explicitly disabled.

      Example scenario: My site has JSM AI disabled, but Rovo Chat still returns results from JSM projects or work items. 

      This is the expected behaviour as stated in the doc: https://support.atlassian.com/organization-administration/docs/activate-atlassian-intelligence-for-products/ 

      If you have AI activated for any apps on a site, Rovo AI and other AI features can access and use data from any apps on the site.

      Users expect AI results (such as Rovo Chat answers) to only come from apps where the AI feature is enabled.

      Suggested Solution

      Update the AI results logic so that results only come from apps where AI is enabled. If AI is disabled for a specific app, the AI logic shouldn't use this data for generating results.
