Add the ability to remove AI features for the whole site or organisation rather than individual products/apps

      Issue Summary

      A site may have AI enabled at one point and an Admin can decide to remove the feature through admin hub. 

      When removing AI feature from the site, admin will decide to remove the feature for the product/app its enabled for at the moment.

      If a customer adds a new AI-compatible product in the future, AI will be re-enabled for that product without any warning or messaging about that. So, there is a chance that admins will not realise that AI is re-enabled on a site.

      This is a big concern for organisations because AI is carefully evaluated for organisations and enabling it by default without any option to disable it interferes with company security postures. 

      Suggestion

      Introduce the ability in admin hub, where when AI feature is removed, it can be removed for the whole site or organisation. This will enable admins to disable it for future products/apps as well.
