Limit the user list suggested in the reporter field to members of project roles only

      Problem Definition

      Currently when creating a issue , in the reporter field customer will get all JIRA users in the system to be selectable in a project, even if they are not a member of a project role.

      Suggested Solution

      When selecting the 'reporter' for an issue, customer want to be able to select from a list of users, limited to the 'members' of project roles only.
