It would be good to have the ability to exclude accounts from the domain claim process for cases where global companies want to have their domain claimed, but have different management process for teams around the globe.
There are cases where completely separate paying cloud instances are used from completely separated teams from the same company. Claiming the company's domain impact all users, even if the said team has no knowledge or control over the other team.
