My name is Rak Garg, and I am a product manager at Atlassian. I have good news! We’ve been hard at work on Organization and admin insights, which bring lightweight usage reports to admins with Atlassian Access or Premium subscriptions to Jira Software, Jira Service Desk, or Confluence. We don't have any reporting tools where the Cloud instance administration can retrieve consolidated data about usage statistics, licensing, active sessions (we can see, but can't extract), etc.
In addition, administrators don't have access to any kind of logging to see who created particular users.
