After Google Workspace(GSuite) has been disconnected, it is not possible to remove the identity provider or edit the previously synced groups

      Issue Summary

      When a Google Workspace is disconnected from an Atlassian organization, the synced groups should become "un-locked" and editable in the org. admin UI. However, due to a bug, the groups can remain locked even though the sync group(s) are no longer syncing.

      Additionally, it should be possible to remove "Google" from the list of identity providers configured on the Atlassian organization.

      Steps to Reproduce

      1. Connect Google Workspace syncing: Connect to Google Workspace
      2. Disconnect Google Workspace: Disconnect from Google Workspace
      3. (Optional) Try to disconnect the identity provider: Disconnect your identity provider

      Expected Results

      • The groups are unlinked
      • The "Google" identity provider can be removed from the Atlassian organization:

      Actual Results

      • It's not possible to disconnect the Google identity provider and any attempts will display this modal - leaving the org. admin blocked:
      • Additionally, it's not possible to edit the synced groups because the group remains locked due to provisioning sync:
