Filtering by "Actor" on organization Audit Log does not work

      Issue Summary

      The Actor filter on the Audit Log does not take effect for certain users. See attached video with an example.

      Steps to Reproduce

      1. Login to admin.atlassian.com
      2. Click on Security
      3. Click on Audit Log
      4. Click on the Actor dropdown
      5. Select an user
      6. Click on Apply

      Expected Results

      Log should be filtered

      Actual Results

      Nothing happens 

      Workaround
