Provide a mechanism to track when/why managed accounts transition to / from Atlassian Access billable state

      Issue Summary

      Currently, there is no way to track why managed accounts transition to/from the Atlassian Access billable state.

      Although there are published conditions that determine whether a managed account is billable or not, when an account becomes billable to change, we rely on the current state of the account but nothing shows or history of the previous state or while it changed.

      Why is this important

      This makes it difficult for org admins to investigate sudden increases in billable numbers as they have to rely on comparing past exports of managed accounts to the current export. Which may not be available or reliable

      Suggestion

      It will be great to have a mechanism to track when/why managed accounts transition to/from Atlassian Access billable state to help save time for org admins.
