An organization can potentially have multiple sites with different usage within the company. At the moment, provisioned users and groups data gets propagated to all the sites under the organization.
A sample problem : Provisioned 10K users and 10K groups from the corporate directory. A Jira site has been created for a small department which only requires 100 users and groups. For the owners of this site, the 10K users and groups are not necessary to be exposed on the small site.
Suggestion : Allow to configure which provisioned data gets propagated to a site.
