Inaccurate/incomplete information on "Setting up Service Desk users" page

      The last sentence is as follows:

      To set up and manage users, you must be logged in as an administrator.

      This should be adjusted to reflect that you need to be logged in as a JIRA administrator. The current document leaves too much room for interpretation, as it could also imply that you need to be a project administrator in order to perform this.
      Since project administrators do not have the privilege to adjust group memberships, they can not add Agents to a Service Desk if the user that is to be added as Agent is not part of the the jira-servicedesk-users group.
