Create issue through JIRA interface doesn't send notification

      Steps to reproduce

      1. Create a service desk
      2. Set e-mail with default configuration
      3. Create an issue to a customer through JIRA interface
      4. Check that the "Channel" under "Service Desk request" will be set to JIRA.
      5. JIRA Service desk will not send notifications to such user
