Add a possibility to hide error message

      I gen an error message when I set browse project permission to anyone.

      I need this in my JIRA to show in public list of tickets being worked on.

      Message is annoying when accessing project every time.

      "This service desk project has configuration problems and may not work as expected."

      Unless you resolve JSD-4390 you should not prompt this.
