JIRA needs to put a header into its outgoing emails to prevent notification loops

    Description

      Under certain circumstances JIRA can create a notification loop (see http://jira.atlassian.com/browse/JRA-9547#action_52859 for one example). Many email-centric applications (such as mailing list managers) get around mail loops by including a header in the outgoing email in order to identify incoming emails as having come from itself (and thus avoiding a loop).
