    Description

      When creating issues or comments from emails and having the 'reporter' being notified, if messages bounce they can be added as commets, which generate notifications which generate bounces. This puts JIRA into a loop.

      Note that JIRA does add "Precedence" header with value "bulk", which stops some mail servers from sending bounce messages back. However, it does not always work.
