Need to include the Issue object in the velocity context for email notifications so we can use the CustomFieldManager

Need to include the Issue object in the velocity context for email notifications so we can use the CustomFieldManager. CustomFieldManager only takes issue objects and we only have a GenericValue and no means to convert the one to the other.
