Include custom field manager in Velocity context for notifications

    Description

      A lot of customers would like to extend e-mail notifications to display custom field values, however the custom field manager object is not placed into the Velocity params. Hence it is not possible to get to custom field values easily without editing JIRA's source.

          Bug - A problem which impairs or prevents the functions of the product. JRASERVER-9349 Need to include the Issue object in the velocity context for email notifications so we can use the CustomFieldManager
