    Description

      Issue Summary

user search in the reporter field not working as expected if the com.atlassian.jira.ignoreBrowseUsersPermissionsInUserPickers.disabled dark feature disabled

      This was reproduced in 5.12.4

This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Integrate jira with Active Directory/LDAP
      2. Now try creating some users.
      3. Search for the users in the "Reporter" field with their last name or some partial name but not the complete name

      Expected Results

The users matching criteria should be displayed without issues as the bug: Customer cannot be set to reporter within Jira interface has been fixed in 5.12.3

      Actual Results

The users are not searchable with their partial names without having the com.atlassian.jira.ignoreBrowseUsersPermissionsInUserPickers.disabled dark feature enabled
