Don't log warning when installing a plugin

    Description

      When installing Speakeasy, this is in the logs:

      @400000004dba16840c2edfa4 2011-04-28 20:38:02,203 pool-2-thread-1 WARN dbrown 1237x164677x1 1nrf9py 59.167.133.99,172.16.3.10 /rest/plugins/1.0/ [atlassian.jira.plugin.JiraPluginManager] Disable Plugin Without Persisting after Plugin System Started

      This should be removed as this is expected behavior (plugins being disabled with persisting due to a plugin that they depend on being upgraded)
