The Jira Plugin Manager logs an un-necessary warning and stack-trace when disablePluginWithoutPersisting is called

This call is made by the plugins systems when it is disabling the dependencies of a plugin that is being upgraded. We should log this at debug level, change the message and not record the stacktrace.
