Actions menu in Issue Navigator with lots of results takes a very long time in IE

Looks like in IE, when displaying a lot of issues in the Issue Navigator, generating the actions menu takes a long enough time in IE 7 (and maybe with other IE versions), such that IE prompts the user to stop executing the JavaScript script.

Stopping the execution, stops other JavaScript onLoad code to not run and therefore leads to other functionality not working, such as the user profile drop down not working (JRA-19210).
