Attach Another File link on Attachment Manager page is associated with the EDIT_ISSUE permission

    Description

      The "Attach Another File" link on the issue Attachment Manager page is only displayed if the user has the EDIT_ISSUE permission. We should change this to use the CREATE_ATTACHMENT permission instead.
