After attaching a screenshot, links to attach another are missing

    Description

      I attached a screenshot to an issue (see attached screenshot), and the familiar "Attach another screenshot" is missing!

      However, when I added a screenshot to this issue they DID APPEAR

      Is it possible they are hidden if the user attaching is not also the reporter?
