Allow HTML/Rich text formating in tickets created/commented through email

      Problem Definition

      When a user raises a request or replies to an issue by email and the content contains HTML, the content will be converted to plain text.

      Suggested Solution

      Jira handles the HTML instead convert it to plain text.
