      Scenario

      I have 2 JIRA instance (A & B).

      InstanceA is used for managing users & groups. InstanceB is connected to instanceA

      Now I want to migrate all users from instanceA to instanceB so that instanceB does not have to connect to instanceA for user management anymore

      JRA-24213 and JRA-27868 are mainly for migrating users between LDAP and JIRA, however it doesn't cover migrating users from one JIRA used for management of users to another JIRA
