Description
NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.
Following the suggestion on JSD-36, all Service Desk issue should be created through the portal alone. Therefore, eliminate the Create Issue button functionality which allows user to create Service Desk issue using normal JIRA interface.
