Add ability to change keyboard shortcuts

      The default keyboard shortcuts are listed in this page, as an user would be good to have the ability to customize the shortcuts available in JIRA.

      This functionality can also help when a third-party plugin was developed to use the same keyboard shortcut as one of the existent shortcuts in JIRA. (e.g. JRA-27140).

      Currently, the only method available to change the keyboard shortcuts is described in this documentation, however it involves direct modification in the plugin files and it can be hard to achieve.
