we are planning to establish a company wide installation of JIRA for all our individual projects, where each has it's own requirements for configuration. With the current version this is not possible to do that with one single instance of JIRA because serveral important issues have not been implemented (JRA-3156 and others).

What we need is a company wide licensing model which allows to run as many JIRA instances as we need. The price could be based on the number of users.
