Need to allow users to Test their Light SVN configuration

    Description

      If for an example a user sets their Light SVN configuration to be

      URL: https://studio.atlassian.com/
      Path: svn/FE

      Then when creating a review, changesets tab will show empty and getting the full File History of a file (in the files tab) will result in NPE (see FE-859).

      We should test Light SCM configuration (like we do in fisheye).
