View Fisheye/Crucible Announcements within Admin Page

Currently in the administration, customers can check if they are on the latest version of crucible.

I would like a similar new feature that displays crucible/fisheye announcements/tips. I.e. crucible/fisheye polls our site to download the latest announcements/tips and displays it in the default administration page.

This way when we do a new release we can put it on a file on one our servers and then all the customers admin pages will automatically update to display this message to their admin.

The announcement/message should remain until the admin decides to remove it, thus ensuring that admins have viewed the important announcements.

We could use this feature to announce important bug fixes, or known issues, which hopefully will decrease support and encourage customers to move to new releases. It can also be used to announce new features, etc.
