Allow REST plugins to be decorated

REST plugins that provide web interfaces may want to be decorated using the <meta> decorator tags. In order for this to be followed, /rest needs to go through sitemesh, and needs to be excluded from the blanket /* decorator mapper.

The same behaviour has already been applied to JIRA - JRA-17182
