Anonymous Users still see breadcrumbs linking to the people directory when it is disabled

When the people directory is disabled the breadcrumbs can still show a link to the people directory.

1. start confluence with

   -Dconfluence.disable.peopledirectory.anonymous=true

2. enable anonymous access
3. navigate to a user's personal space
4. Note the breadcrumbs include a 'People' item which links to <confluencesite>/browsepeople.action

To complete the fix for CONF-12809, this should also be disabled.
