Anonymous Users can still see links to the people directory even when disabled

      When the people directory is disabled there is still a menu option linking to the people directory.

      1. start confluence with 
        -Dconfluence.disable.peopledirectory.anonymous=true
      2. enable anonymous access
      3. Note the link to the people directory (see note on this page)
      4. Note the menu item in the Browse menu
