{Excerpt-include:foo} only puts "foo" in a box at that point on the page if there is no excerpt in foo. Instead, include entire content of "foo", with a small error message at the end of the include "entire page included because no excerpt exists on the page".
Add an option missing-excerpt-warning=true as the default.
