Create a way to count the number of licensed users on an unlimited license instance

      Some users wish to count the number of users they have on a unlimited user license.

      For performance details, this was turned off in version 2.2 +.

      However perhaps we can provide this functionality as a separate jsp page or something, so that it doesn't hang the confluence license page. This will allow users to count the number of users they have when they are on a unlimited license.
