    Description

      From https://support.atlassian.com/browse/BSP-3860:
      DashboardCachingManagerImpl uses PlanManager.getAllPlans(Class<T>) to fetch list of plans to cache. Unfortunately that method is filtered and returns only plans visible to anonymous users. This is a problem when plans are configured to be not visible for anonymous users as they wont appear on the dashboard even for logged in user with proper privileges.
