Bamboo caches the Dashboard Plan permissions for the first user that accessed Bamboo

1. Considering that anonymous users can't see the plans in the dashboard;

2. If the first access is done in anonymous mode and then the Admin logs in, the Admin Dashboard will be empty, because the anonymous permission for the dashboard is still cached. All the other screens will show the plans and permissions without problem.
