Text Style (formatting) options of rich text fields shows in English though with Japanese profile

      Issue Summary

      When clicking Text Style (formatting) a rich text field (such as Description or comment) , it will show English options though the profile language is Japanese/French or any other language..
      This problem happens in JSM 5.12.5, but it is not reproduced in JSM 5.4.5.

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Confirm your profile is in Japanese/French
      2. Create a request from portal
      3. In Description(Detail) fled, click format to show options

      Expected Results

      It should show in Japanese, like ノーマルテキスト、見たし１、見たし２...

      Actual Results

      It should show in English, like Normal text, Heading 1, Heading 2 ...

      Workaround

      Currently there is no known workaround for this behavior.
