Issue Summary

Emojis aren't visible for anonymous users when accessing pages shared through Anonymous Access.

Steps to Reproduce

1. Add a custom emoji by following steps outlined in Add your own emoji
2. Enable Anonymous Access for a site and space.
3. Add custom emojis to a page in the space.
4. Access the page being logged out(anonymously)

Expected Results

The page should show all custom emojis correctly.

Actual Results

The page is showing a emoji name instead of the emoji itself. 

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
