Allow users to use the Jira lists feature in Trello without needing to create a new Jira site

      User Problem

      The Jira lists feature currently identifies a Trello user as having a Jira instance only if they have created a site themselves. If a user is invited to join an existing Jira site without having created their own site previously, this feature will not be accessible to them.

      Suggested Solutions

      Allow users to use the feature without needing to create a Jira site.
