Not all requests sent to the Export Service include a UCT, which causes exports to timeout

Issue Summary

Not every request sent to the Export Service has a UCT (User Context Token). The Export Service has to fall back to Cookie authentication, which will expire. Without a refresh-able token, the Export Service can do nothing to complete large exports that take >30 minutes.

Steps to Reproduce

1. Generate a large Workspace export.
2. Be one of a small group of customers who can't send a UCT with this request.

Expected Results

Expect to complete the export as requested.

Actual Results

A UCT is not sent, causing authentication to fall back to the cookie, and after 30 minutes the authentication doesn't refresh and the export fails.

Workaround
