Trello Enterprise's Automatic Seat Management should display the number of required licenses after 100% of licenses are exhausted

      User Problem

      Currently when users turn on Automation Seat Management or run the 'Automation preview', they will see a count of 'Unlicensed users skipped' when the automation limit is set to anything below 100%, but will return 0 if the limit is at 100%. This means that once an enterprise uses 100% of their licenses, they aren't shown a count of how many users might be requiring licenses.

      Suggested Solutions

      Include a count for unlicensed active users who are skipped when at 100% license limit.

      Current Workarounds

      Admins can view the Free Managed Users and filter by activity to see how many users still require licenses.
